Selected within open tender, below the order value described in regulations issued based on article 11, section 8 Public Procurement Law (Journal of Laws No.  113, poz. 759 z 2010 r. with later changes), a contractor:

NEOSTAR GREEN ENEGY SP. Z O.O.

UL. GIEWONT 38A

92-116 ŁÓDŹ

for performing the task.:

„Research of the local market in the scope of acquiring substrates for the planned biogas plant in Zabrze”.

The subject of this order is to carry out in the area of Zabrze a research of the local market  in the scope of acquiring substrates for biogas production. This task is carried out within pilot program preparing investment regarding preparation of installation for biogas production in Zabrze and recycling nutrients from municipal food waste and manure. This program is carried out within Grant Agreement concluded between Nordic Investment Band and Municipal Center for Sport and Recreation in Zabrze Ltd.

In order to carry out the program within public procurement one should analyze substrates in the scope of their availability and the possibility of securing deliveries, stream balance and assessment of biogas productivity. Feedstock to biogas plant should assure high productivity of biogas, stable fermentation process and the possibility of using post fermentation substance in accordance with existing law. One is also required to design the infrastructure and substrate collection logistics.

The contractor will carry out the following tasks:

Task No. 1:   Substrates supply and demand for biofertilizer

Phase 1.  Location and substrates inventory coming from the large suppliers within 25 km radius from Zabrze and kitchen waste from households. By “large suppliers” the Ordering party understands wholesalers, shops, supermarkets, production plants, abbatoirs, breweries, restaurants etc. where households are 500 households  (detached houses) from Pawłów, Kończyce, Makoszowy and Janek districts, selected multi-family building (5 level block of flats) within the city of Zabrze.

Procurement should embrace the following types of substrates:

a) waste from fruit and vegetable industry,

b) waste from dairy industry (whey),

c) animal faeces (pig’s dung, cattle dung, pig’s manure, cattle’s manure)

d) waste from plant production (green waste)

e) waste from food industry, including expired food

f) slaughter waste and other animal waste

g) brewery waste

h) kitchen waste including waste from the places for group catering

i) other wastes which were not mentioned above.

Phase 2.  Stakeholder analysis and concluding initial contracts.

Stakeholder analysis and the analysis of waste produced by them as well as reaching initial agreements in the form of a statement with persons or entities regarding form, date and the way of transferring waste should be proceeded with community interview. It is also required to acquire information in the scope of demand for bio fertilizer (running a survey on the conditions for potential bio fertilizer reception).

The Ordering party recommends after initial settlement of number and production directions, which are present in certain households area, farms and enterprises to choose contracting parties who are able to ensure systematic and stable delivery of the raw material for biogas production within the whole year. To do so one should carry out community interview using experienced surveyor. His task is to obtain statements regarding the possibility of obtaining raw material for biogas plant from the local producers including households. These statements are meant to show the potential suppliers of the substrates and to help to determine the real amount and type of available raw materials in the  described area.

Phase 3. Laboratory test of the substrates.

Each identified type of substrate except for whey, kitchen waste and waste from plant production and food industry which is available in the amount of at least 20 tons per month should be tested in laboratory in a representative sample in the following scope:

1. visual assessment – microscope,

2. pH,

3. dry mass analysis [%] and dry organic mass [% of dry mass],

4. general nitrogen [% of dry mass]

5. ammonia nitrogen,

6. TOC [% of dry mass] / organic carbon

7. marking macro and micro elements: P, Ca, Mg, S, Co, Fe, Mn, Mo, Ni, Se,

8. marking metals: Cd, Cu, Cr, Hg, Pb, Zn,

9. marking ChZT

10. testing methane potential – testing single substrates and mixtures; amount of biogas and methane [Nm3] per 1 kg: of fresh substrate mass, dry substrate mass and dry organic substrate mass

11. other substances, e.g. volatile fatty acids (it is enough to give total value)

In case where none of the substrates or less then 3 substrates do not meet the amount requirement the Contractor will test 3 substrates which are the closest to the amount requirement described in second task of Phase 3.

In case when the Contractor identifies substrate which does not meet the above criteria, but which has different qualities e.g. high calorific value what can give biogas – this substrate should also be tested.

Taking into consideration the results of stock taking the Ordering Party reserves the right to point out 3 additional substrates which will be tested.

Task No. 2:  Designing waste collection system

Within this task contractor will design waste collection system and all the necessary logistics regarding large substrate suppliers as well as the households in the city of Zabrze assuring obtaining optimal economic effects.
